1984 Michigan State Police Patrol Vehicle Test

Thirteen cars on one Saturday at the Chrysler Proving Grounds, two Mustangs, four cars scored, and a book printed before the bids were opened.

The 1984 book is the full report, dated September 1983: specification, hardware sheets, every acceleration run, every lap, the brake sheets, ergonomics, fuel economy and the scoring. Thirteen cars ran acceleration and top speed at the Chrysler Proving Grounds on 24 September 1983, the first starting at 8:25 a.m. in 34°F and the last at 3:58 p.m. in 62°F. Eight of them also ran the brake test, and eight the road course at Michigan International Speedway, where four drivers, Floate, Ring, Olson and Steendam, each drove four timed laps (the LTD only Ring, before it was withdrawn).

Four cars were scored: the Chevrolet Impala 350, the Dodge Diplomat 318, the Ford LTD Crown Victoria S 351 and the Plymouth Gran Fury 318, the four models the specification lists. The Gran Fury had the highest total weighted score, +0.761; the Impala was second at -0.070, the Crown Victoria third at -0.279 and the Diplomat fourth at -0.412. That is as far as the book goes. Its preface says: “At the time of this writing, our bids have not been opened, so we cannot provide our actual and adjusted bid prices at the end of this report.” The bid columns of the final table are blank, so this page names no purchase.

The other nine were tested but not scored, among them the first Chevrolet Celebrity in these books and two Mustangs: a fuel-injected automatic that lapped the road course in 1:26.81, more than three seconds a lap quicker than any of the scored sedans, and a four-barrel five-speed that reached 60 mph in 7.43 seconds and 100 in 20.77 before it overheated on its top-speed run at 129.6 mph. Michigan’s acceleration bar was already 13.5, 24.0 and 45.0 seconds to 60, 80 and 100 mph, the times the September 1984 specification kept for 1985.

The 1984 qualification bar, as printed. The September 1983 specification (Mich. 3905-0010, printed pp.5–6): “In order to qualify for bidding, all vehicles submitted by manufacturers must meet each of the following performance standards: 1. ACCELERATION 0 – 60 MPH —– 13.5 seconds or less / 0 – 80 MPH —– 24.0 seconds or less / 0 – 100 MPH —– 45.0 seconds or less. Each vehicle will make four acceleration runs, and the times for the four runs will be averaged. 2. A speed of 110 mph must be attained within a 3-mile distance. For purposes to be explained in the test booklet, the vehicle will, after attaining the 110 mph minimum, be accelerated to the maximum speed attainable within 14 miles.” Then the brakes: four consecutive stops from 90 mph at a constant 22 ft/s², a controlled impending-skid stop from 60 mph, the same again after a four-minute wait, and a panic stop from 60 with all wheels locked, checked for fade and for stopping “in a straight line within its own lane.” The run sheets’ note “Failed to reach 100 mph within 2 miles” explains a missing 0–100 time; it is not a separate rule in the specification.

The problems, in the book’s words

The preface warns that “a number of problems were encountered which do require some explanation”, and lists them.

The Crown Victoria was re-timed. “First, the acceleration and top speed figures shown for the Ford Crown Victoria 351-VV H.O. are from a second sequence of runs for the car. During the first sequence, the car did not perform to its expected potential. After a brief mechanical check, it was determined that the timing was not set to manufacturer’s specifications. Once the timing was reset, the car was retested resulting in the acceleration and top speed figures reported.” The first runs are not printed. The retest was the last run of the day, starting at 3:58 p.m.

The LTD lost its brakes. “Second, the Ford LTD 302-EFI H.O. initially passed the acceleration, top speed, and braking tests; however, was withdrawn from further testing after completing only one-fourth of the vehicle dynamics evaluation due to brake failure, later found to have been caused by a faulty master cylinder.” Its four laps, all by Ring, are printed, but “these times should not be compared against the “average” times given for the cars that did successfully complete the test, as only one driver tested the car.” Every data page calls this engine CFI, central fuel injection.

The five-speed Mustang overheated. “Third, the Ford Mustang 302-4V H.O. (manual transmission) successfully completed its four acceleration runs but experienced serious overheating on its top speed run after attaining 129.6 mph. As a result, the car was withdrawn from further testing.” The automatic Mustang, the book adds, “did successfully complete the entire test sequence. It should be noted, however, that the car was not equipped with “police package” brakes, and the rear brakes did require adjustment at one point during the vehicle dynamics testing.”

The Reliant’s brakes would not lock. “Finally, it should be noted that the brakes on the Plymouth Reliant would not lock in the final phase of the braking evaluation and consequently failed to meet our brake specification requirement. Chrysler Corporation officials, after later checking the vehicle, indicate that the failure to lock was caused by air in the brake lines.”

All thirteen cars: acceleration and top speed

Acceleration is the average of four runs; the quarter mile and both distances were “Obtained from Strip Chart Recordings of Acceleration Runs”. Top speed is the highest reached within 14 miles. Each run sheet prints one distance (to 110 mph for the four scored cars, to 100 mph for the others); the summary prints both. — under 0–100: “Failed to reach 100 mph within 2 miles” (the Reliant on one run of four, the others on all four); — under 110 mph: the car never reached 110. The first four cars are the scored ones.

Among the scored cars the Impala was quickest to 60 (10.30 s) and the Gran Fury to 80 and 100 (19.39 and 34.43) and fastest (121.4 mph). The mid-size Ford LTD, not scored, beat all four to 60, 80 and 100 mph and on top speed: 10.29, 17.88, 29.89 and 122.6 mph. The automatic Mustang ran 118.3; the five-speed’s 129.6 was where it overheated, short of the 1983 Mustang’s 132.0. Its 7.43 seconds to 60, 20.77 to 100 and 15.90-second quarter mile at 89.00 mph were the quickest in the books held here to that point (the 1983 Mustang’s were 8.32, 22.71 and 16.68 at 86.25); the 1986 five-speed beat the first two, the 1987 car the trap speed and the 1988 car the quarter-mile time. Against the printed bar, the Celebrity took 13.90, 25.81 and 61.54 seconds and needed 5.70 miles to reach 110; the Reliant took 28.23 to 80, has no 0–100 average because one run did not reach 100 within 2 miles, and never reached 110; the two-barrel Gran Fury was outside the 80 and 100 times and never reached 110; the 302 Crown Victoria, the six-cylinder Impala and the Aries were outside all three acceleration times and never reached 110 mph. The book names none of them as eliminated; none of them is among the four scored.

The spread inside a car’s four runs is often wider than the gap between cars: the Crown Victoria 351 ran 0–100 in 36.36 and 44.86 seconds, and the Celebrity in 49.81 and 74.58. Every average recomputes from its four runs.

The road course

Source: vehicle dynamics testing, p.25. “All tests conducted on Michigan International Speedway road course.” Four drivers drove four timed laps each; the average is “Calculated from best 12 laps”, in minutes, seconds and hundredths. Every average recomputes as the mean of the fastest 12 of the 16 laps (the mean of all 16 does not reproduce them). Ford LTD: four laps by one driver before its brakes failed; the book prints no average for it. The five cars not listed did not run the course.

The four scored cars finished within 0.43 seconds: Impala 1:29.97, Gran Fury 1:30.01, Crown Victoria 1:30.07, Diplomat 1:30.40. The automatic Mustang averaged 1:26.81, and Olson’s 1:25.99 in it was the fastest single lap of the test. That average is the fastest on the year pages held here to that point, where the best had been the 1983 Mustang’s 1:28.31, and the best by a sedan the 1981 Malibu’s 1:30.37; the Impala’s 1:29.97 is the first sedan average under 1:30 on them (from 1983 the average is of the best 12 of 16 laps; on all 16 the Impala averages 1:30.31, and the course length is not on the surviving pages). The 1986 Mustangs went quicker still. Olson was the slowest of the four drivers in every sedan and the fastest in the Mustang.

Brakes

Source: brake testing sheets, pp.39–46, and summary pp.29–30; 24 September 1983, Chrysler Proving Grounds. Each measured stop is an impending-skid stop from about 60 mph made after four 90–0 heat-up stops (Phase I), repeated after a four-minute wait (Phase II); distances are as measured from initial speeds of 58.9 to 60.8 mph. The average rate is the mean of the two phases. “Panic stop locked” is the final all-wheel-lock stop. Rows run by average rate. † see the note below.

† The Gran Fury’s first stop is printed twice: 156.6 feet on its brake sheet (p.42) and 156.5 in the summary (p.29). The book’s own rate, 25.24 ft/s² from 60.6 mph, is what 156.5 feet gives (25.24; 156.6 would give 25.22), so 156.5 is printed here as the figure of record.

The Impala stopped best, 26.38 ft/s² on average, and its first stop, 142.4 feet from 60.7 mph, was the shortest of the test and the shortest stop printed in the books held here until the 1987 Gran Fury’s 139.6. The Diplomat stopped worst, 23.36, after a 174.8-foot first stop. Every car showed no severe fade and stopped straight in its lane; only the Reliant’s brakes would not lock. Five cars were not brake-tested: the five-speed Mustang (withdrawn after its top-speed run), the two-barrel Gran Fury, the 302 Crown Victoria, the six-cylinder Impala and the Aries. The Crown Victoria 351 is the “LTD Crown Victoria “S”” with the “351/5.8W H.O.” variable-venturi engine and dual exhaust; at 4,084 lb it was the heaviest car tested. The three Chrysler M-bodies, the Diplomat and both Gran Furys, used the A999 transmission, without overdrive. Three cars had Ford’s central fuel injection: the LTD, the automatic Mustang and the 302 Crown Victoria. The five-speed Mustang’s four-barrel 302, at 205 horsepower, was the most powerful engine in the test.

The scoring

The weights printed on p.50 are 30% vehicle dynamics, 20% acceleration, 10% braking rate, 20% top speed, 10% fuel consumption and 10% ergonomics and communications. The method is the weighted Z-score of the early books: each raw score is turned into a “Z”-score, “the decimal amount of standard deviations from the mean”, multiplied by the category weight, and summed into the “TOTAL WTD DEV” (Total Weighted Deviation). Higher is better. The bid adjustment was to be the total “times 5% of the median bid price of all vehicles”, added to the actual bid.

Source: Competitive Patrol Vehicle Evaluation, raw scores (p.53) and total weighted deviation (p.54). Acceleration is the 0–100 time; braking the average deceleration; fuel the EPA city figure to 1/10 mpg. Gold row: highest total. The ACTUAL BID, 5% BID ADJUSTMENT and ADJUSTED BID columns are blank in the book: the bids had not been opened.

The weighted Z-scores, category by category
Source: p.54. Each figure is the car’s Z-score times the category weight. Every figure and every total recomputes from the raw scores using the population standard deviation of the four cars. The Impala’s six printed figures add to -0.069 and the Crown Victoria’s to -0.280 because of rounding; the totals, -0.070 and -0.279, are the unrounded sums.

The Gran Fury was above the four-car mean in all six categories and best of the four on acceleration and top speed. The Diplomat had the second-best acceleration but lost 0.508 on the road course, where it was slowest of the four by 0.33 seconds. The Crown Victoria’s best ergonomics and second-best brakes could not make up for the slowest 0–100 time and the lowest fuel figure. The book’s caution applies: “If, however, your needs differ from ours; i.e., top speed is not important to you, or 0-60 mph acceleration is more critical than 0-100, you would be well advised to make comparisons of the various vehicles using that data which is applicable to your operation.”

What Michigan ordered

The September 1983 specification asked for a “POLICE CARS: PATROL 4-Door Sedan” from the Chevrolet Impala, Dodge Diplomat, Ford Crown Victoria and Plymouth Gran Fury, 1984 models. Its bid requirements set the terms for the test cars: delivered to State Police headquarters in East Lansing “no later than 5:00 p.m., September 19, 1983”, each with “One extra set of engine belts and four (4) wheels and tires”, and with brakes “burnished prior to delivery”. Engine size was “at manufacturer’s option providing that the car will meet or exceed the vehicle performance requirements”.

The equipment list keeps the period basics: a limited-slip differential, the largest cooling system available, an 80-amp alternator giving 45 amps at idle, a 455-cold-cranking-amp battery, quartz-halogen headlights, power door locks, a remote left mirror, a steel plate under the roof “at least 1/8″ thick”, Unity #225 spotlights on both A-pillars, a speedometer “calibrated to within ± 3 mph accuracy” with 2-mph graduations to at least 120, a “Tilt type steering wheel”, a 60/40 split bench (“preferable”), blue cloth or cloth-and-vinyl seats (“All vinyl not acceptable”), paint to Dulux 93-032 and Goodyear Eagle GT/HR radials. Transmissions were to be “3- or 4-speed fully automatic, heaviest duty available” with a low-gear lockout. Front disc and rear drum brakes were the norm; “Four wheel disc brakes acceptable.” See how to identify a genuine police package car.

The test equipment (p.22) was a Labeco fifth wheel with digital velocity and distance meters, an Astro-Med “Dash-2” strip-chart recorder, a Chronomix Compusport 721 printing timer and a Micro Switch photo-electric trigger.

What 1984 settled

On the book’s own arithmetic the Gran Fury 318 four-barrel was the car to beat, by a wide margin over the Impala, with the Crown Victoria and the Diplomat behind; what Michigan actually bought is not in the book, because the bids were still sealed.

It also settles some dates. The 13.5, 24.0 and 45.0-second bar and the rule of 110 mph within three miles were already in the September 1983 specification, and the 30/20/10/20/10/10 weights already in this book, still applied by the weighted Z-score method. And the Mustangs were already out of the sedans’ reach: 1:26.81 a lap and 20.77 seconds to 100 mph, with a 129.6-mph run that ended in overheating.
